It seems to be set in the same world as Nation - an alternative Victorian Britain. I know a lot of people didn't much care for Nation, but I loved it. ;)

To be honest, it took me a couple of goes to read but once I got into it I thought it was excellent. :D

Tonyblack - although yes, earlier information from Terry had suggested it was in the same universe as Nation, Terry (or Rob) wrote on twitter yesterday that it definitely /not/ a sequel to Nation, so it is unlikely to be in the same universe.
